Make sure there is fuel in it and loosen an injector fuel line to bleed out any air and try starting.
It will need strong batteries and a working glow plug system to start even in summer.
No idea what shape the engine is in with your description?
Timing chain gone?
Depends where the coolant is dripping from-water pump shot,rotten frost plug,heater hose leaking?
