Default Hesitation upon acceleration.

My 2000 6.5 will sometimes hesitate almost like it's missing when I accelerate. It will almost always happen if I've parked on a slight incline or decline and if it's been left for an hour or so. Doesn't happen in the morning or when taking off from a completely cold start. I've checked the threads and it seems like it might be the PMD or a fuel pump issue. Has anyone else experienced this and if so how did you get rid of it?
Thanks!

I would first look at the fuel pressure reaching the IP,and for air getting in th fuel.
