Default Broken bolts on down pipe

97 GMC 2500 TD
I noticed I have two broken bolts on my down pipe. So I was wondering if there was some sort of a tool that will grab onto it to remove. I have easy outs, but just thought maybe might be some sort of tool, like removing rounded nuts.

Better to replace the downpipe with a 3" version that doesn't have the factory crushes.
