Default 6.2L Newbie

I just got a bus with a 6.2L in it with 262,000, I am new to Diesels but have worked on Motorcycles and gas cars/trucks for a while. Since it was a bus the governor is quite aggressive, I can barely get it to 60MPH. A few questions:

1) What can I do to let up on the governor to get more out of the motor as is?

2) There is a cheap GMC pickup truck for sale locally with a 6.5 in it, would it be worth purchasing to rebuild the motor and swap in?

3) Any special tools I should get right away to help?

I will be converting this bus for a travelling Band, cargo, bunks, RV style. I need it to climb hills and run for 8-9 hours at 65-70 with no issues. I am sure there are a pile of articles on here that detail the items I need to look at but a point in the general direction would be great. Or any general opinions on where I should start on tuning this motor up a little better.

If you can find the time,use the resource in your backyard and go to Heath Diesel.

They are the height of knowledge on these engines and would be able to let you know what to expect as far as the limitations of the engine is.

Thanks for the info. I have been digging around in the truck and making notes. I think I am going to take it in for a PM locally and have them go through some things.

I have already fixed the charging issue, bad battery balancer. I also tightened up some things, fixed the gear shift indicator, etc. I have two GMC service books now so I can identify what I am looking at as well as begin getting my hands dirty. I think the rear end ratio needs to be dropped for highway driving. Best I can tell I have a 4L60E Hydramatic with overdrive. This picture looks like some aftermarket overdrive, can anyone chime in? Maybe just a different transmission yoke I haven't seen before:
