Default 1999 6.5L Surging under acceleration

Well im back. My truck was doing so well. Got me to work, school and everywhere else i needed to go with no issues at all. Today was a different story though. First off, the outlets in the garage are the ground fault style outlets. Everytime i plug my truck in when its snowing, it blows the circuit, and i have to reset the outlet. While, yesterday, the outlet would not reset, and kept blowing, so either there was too much moisture, or short in the block heater somewhere. So, i was not able to have it plugged in overnight. It go down to like 0 degrees last night, and the truck would not start this morning. Just kept cranking. So i tried plugging it in, and this time the outlet didnt blow. I also hooked one of the batteries to the charger since i had cranked quite a bit. 20 minutes later i try it again, and she starts, but not kindly.

Anyways, onto the real issue. Truck idles great. Theres not a ton of smoke, but a normal amount you would expect when its less than 10 degrees outside. When i went to leave for school, she would accelerate, then drop rpms, rev back up, and drop again. Did this the entire way to school. It never smoked, white, black or blue smoke. I came home from class, and did the drivers side glowplugs, since i only had an hour till my next class. Truck started better with these, but continued to surge on my ride back to school.

Any suggestions of where to look next? One thing i should say, is the wastegate is tied closed. Previous owner did this, but it never caused a problem the past 6 months i have owned it. It seems as though it is de-fueling though. I was honestly just about to order a turbomaster to fix the wastegate, but now i dont want to waste the money on it if i have deeper problems.

Any help is greatly appreciated.

Few things to add. Now lose of coolant, and the truck rev's up find in park. Should i be looking more towards transmission problems, such as the torque converter locking/unlocking?

Fuel gelling?
Using any conditioner?
Get the wastegate fixed before you blow your head gaskets.
And don't use a turbomaster without a boost gauge.

Yes, im using diesel 911 at every fill up. Bought the truck with a boost gauge, but PO tapped the wrong spot of the intake. Just recieved my boost bolt from Leroydiesel yesterday, so have to install that.
