Default Wiring a universal turn signal switch

My friend and I are trying to wire turn signals on his 46 ****** jeep. We connected the wires to all four lights and added a fuse and blinker switch.when we put power to it the hazards just come on and there is one misc wire still unattached.anyone know anything about this?

just by guessing i would say bad flasher or bad ground??
