It's not that uncommon to see that actually, when the we are under a dead line to complete a project and the local utilities' company that owns that line(s) does not move said pole we as the contractor are to proceed and then they the utility company that didn't get out there to remove said pole when needed, pay to correct the problems.

We had a pole on a job site up in Georiga that we tried for 6 months for the cable, telephone and power company relocate their lines. The power and phone company moved their lines but the cable company did not. We proceed to grade the area around the pole and when we finished the new grades were 5 feet lower than the old grade and thus the existing pole was 5' in the air with just a small mound of dirt holding the pole up. It stayed like that for another 6 months before they finally moved the lines.
