Default cummins 350 help

so im about to start driving an 89 western star with a cummins 350 hp engine in it and i was wondering what is needed to turn the fuel up and is it an ntc engine or not. its backed up by an eaton trans and doesnt have a jake brake on it and he wants to retro fit one in it. is this possible? i have read about the spacers for the governer spring and i wil probably shim it out about .020 to raise the free rev speed to about 2100 rpms any other suggestions on what i could do to make this a good pulling truck?

It will say on the data tag on the side of the timing cover,mine is a NTC350 and says so on the tag.
If you want Jakes you'll need to find some Jake heads,they can be retrofitted.
