Default 1999 International 4700

Hello all,
I found another truck that may fit my needs.
I have quite a few reservations about the acquisition as it is six hours away from me. It also has a rebuilt title.

1999 International 4700
DT466e
AT545
187,000 miles

I have done my best in asking questions (of the seller) and doing research (about truck).

Here is my first concern.

I assume... the valve is for coolant...? looks like a backyard fix...

Here is a pic of current state.

I cannot currently get a pic of truck prior to repairs to load. It had a long box on back and just lost a headlight and a piece of fender in the front.
I am in a hurry now but will load more pics when I return home tonight.
Thank You for your time and thoughts,
DD

Default belated update

Well apparently I can currently only have ten pics in my albums I have lots more if needed.

So here is a picture of the truck before it was repaired/rebuilt.

My main use for this truck would be a plow/salt truck. I will use it the rest of the year when my other trucks cannot carry needed items. (I am a lawn/landscape contractor)
I do not need a powerhouse. I need a stone reliable work truck. Currently, I see me weighing no more than 20-23k.

I am looking at putting a 10 foot wood bottom platform bed onto it. I believe it should be a good fit. (I am NOT an upfitter) The seller stated a 9-11 foot bed would fit.

Here are some more stats:
Engine Manufacturer International
Engine Type DT466
Mileage 187,465 mi
Transmission Automatic
Tires 295/75R22.5
Wheels Budd
Wheelbase 162 in
C/A 92 in
Number of Rear Axles Single
Rear Axle Weight 17,500 lb
Front Axle Weight 8,000 lb
Drive Side Left Hand Drive
A/C

So here are my cries for help. I am completely new to medium duty so be easy on me...
1. Will the AT545 be happy working at those weight levels? I understand what it is rated for; but, I also own a 47rh behind a cummins. I don't want to unknowingly walk into that.

2. Anyone familiar with upfitting.... Will my ten foot bed and 2 inch receiver plan work with this wheelbase/ C/A? (I do not know what they did to shorten it. Nor do I know what it would take)

Sorry for the long rant...
I am very deliberative.
D.D.
Any comments appreciated.
