Default 07 Dodge 2500 electrical issues

posting here hoping someone has some knowledge about electrical problem solving.... couple days ago my tuner showed a code 2509 interrmitent power to ECM/PCM, radio and overhead management lose their setting when the ignition is turned off, when I start the truck takes about three minetues before I can tune the radio....., a CEL also appeared with a throttle control symbol. I cleared the code with my tuner, then stopped by a mechanic shop their computer diagnostic thing was able to clear the lights on the dash, they told me the code my tuner showed was in memory and not active.(what ever that means) The mechanic tested power to ECM and a few other test and said eveything appeared normal. The truck doesn't start as smooth as it used to and the radio and management thing are still not keeping their setting when I turn off the ignition. CEL comes and goes randomly IF ANYBODY HAS ANY EXPEIANCE OR KNOWLEDGE, HELP WOULD BE APPRECIATED..... I mean really WTF ??? driving me insane..... thanks for any input

update....... turns out after all the swearing and cursing, two new batteries have appeared to fix my issues....
