Default Cold Mornings

I wanted to ask if anyone elses truck does this. I high idle with my H&S programmer, but for some reason my exhaust brake will still turn on when its cold. I prefer high idle over exhaust brake but whats your thoughts on running them both? If I manually throttle it up the Exhaust brake shuts off, which is normal but I find it odd the exhaust brake turns on with High Idle.

I know the exhaust brake kicks in for faster warm-ups but I figured idle up would be just like pushing the throttle in and shut exhaust brake off.
