hard brake pedal no brakes

have a 1997 f 250 7.3 ...I cchanged out brake booster but still has hard pedal.I have vacumn on my line but not sure how much pressure I should have.I check it and had 14.what should I do now

Might have got a bad booster. Is the little valve that goes into the booster good? Vaccume leak somewhere?
