t.v. cable adjustment

t.v. cable adjustment
does this adjustment make much of a difference when having some shifting issues? i do have a new tps but still not 100% satisfied. not sure what i'am looking for? a cable going from throttle to the tranny and where is the adjustment at on it? any advise would be taken.
