Default SAFE RPM ON COMPRESSION?

What would be considered the maximum safe RPM for going down hill in a low gear loaded for a stock 93' Cummins? And what RPM is ideal for pulling a heavy load up hill? I am going to install a tach because I dont whant to over rev going down steep hills loaded heavy.

safe rpm is the one right below the one the engine turns into little broken pieces at
not sure on that one.

as for pulling uphill, you want to be at max torque rom whatever that may be for your engine, 1600-1800rpm or so?
