Default Fuel shut off?

has anyone had issues with the truck not shutting off? I have replaced the key switch and the issue is still there, 05 Cummins 24 valve, also I have a battery disconnect and when I shut that off the truck stops immediately. Im just wondering on these 24 valvers if its just a shut off relay that cuts the power to the VP-44???

You don't have a VP44, you have a CP3. Your ECU tells the injectors not to open up when you turn it off.
