Default 06 RPM surge when braking while engaging D or R.

My 06 with 220K stock just started rpm surge when shifting into D or R. Can hold with brake, but rpm goes to 1800 momentarily when brake released. Also braking to stop, does same. While holding brake during surge, I have no throttle. Idles fine in Park or Neutral and has throttle. Otherwise goes great thru all gears. Thought it was the 48re, but tranny guy sez it's fuel. Throttle sensors, a fuel thing, other valve stuff? Oil has always been crusty black since I got it at 80k. Generally another g reat Cummins, 3 for me.

Default Not APP sensor......NO codes.....CP3 ?

NO codes show. Just tried Accelerator pedal positioning sensor. Not the fix. Perhaps CP3 ?

Throwing parts at it will not fix it! The FCA on the CP3 may be acting up but you have to read rail pressure.... can you? Otherwise throw that part at it!

Default Still ???

Not FCA, Rail pressure good. Scan isolating injectors shows weak #5. But this remains unsolved. Trans 48re senors other than selector positioning?
