Default 1994 F250 Clutch Pedal Position Switch

While under the dash today looking at what I could find, I found the clutch pedal position switch. At first I didn't know what it was; it was this -thing- that slid on the shaft, not being held by anything. I later looked it up and it was a clutch pedal position switch.

I would think it supposed to prevent the engine from starting unless the clutch pedal is mashed to the floor. But my truck starts with the pedal down or up. I even slid the switch to each end of the shaft to see if it made a difference, and it didn't.

My guess is the clutch master was replaced at some point (oh, and it's plastic, is that supposed to be right?). And it would appear when it was replaced, the Orientation Clip and Plastic Retainer with tab was no re-installed? Or was it supposed to be part of the new master?

Here is a photo of what it looks like under the dash:

It's not causing me any trouble that I know of but I'd like to know exactly what it's supposed to do and if there is a way for me to install the proper bracket for it.

Thank you,
Asa Jay
