i know mine doesnt have one. but i bought it in tx where its not needed. depending on where the truck was bought it might. from my understanding block heaters are installed on trucks that are being sent to dealers in cold areas. beyond that i have no idea where to tell ya to look other than just digging around and hoping for the best

every cummins i have been around have the heater but no cord?? makes no sense! look on the passengerside mid block and you should see it. (should be able to almost look strait through your passenger wheel well) if you do just need the plug they are like 10 bucks on ebay. the dealer will stick it to you fore warning. take about 1minute for install.

Yeah I found it for him. What I read is dodge adds the heating element, but no coard to save money ha. By taking the intake out boom! its right there. I own a 96 12V had no prob finding mine. He went down to a local auto shop and picket up a coard for I think he said 20 bucks. Thanks for the help

Cummins installs them on the engines. Dodge is to cheap to install a cord.
It's located on the passenger side of the engine, just behind the oil filter. There should be a threaded plastic plug on it. You can get the cord from Gino's garage.
I used this one:

Here's the regular one;
