Default home made turbo master questions

I have a wastegate actuator off a older model 6.5 (1990) it is not vaccum operated it has a spring in it . now should I just leave it like that (stock) or should I open it up and make it adjustable. And how many psi is it good for (stock) and do I have to put the program that heath make you buy when you install there turbo master. I am just trying to get a little more power
