Default 1997 savana 6.5 turbo diesel issues

Hi guys , I have own this veicule for two years now , I had put 22k on it with no issues what so ever toll few days ago , it currently has 142k .
I currently have 2 issues
Yesterday went I went to start the van it was dead , I charge the battery and started the van , the battery that was dead was the one under the driver side I believed is the one use for starting the van , so after I started the van I put a volteg meter two both battery's and it was reading 11.7 volts what took me to believed that the alternator witch was change went I purchase the can two years ago it was bad , so I went to pepboys and got a new one , I install it and procided to start the van , she did with strogel and the voltage meter in dash continue to show low voltage like it did with the older alternator , so wild engine running I procided to check the voltage in battery's to get the same reading I did before 11.7 volt at both battery's what do you guys think can be the proble ?

My other issue is with vacum and I think is the vacum pump , with engine running if I disconnect the vacum line going in to the waste gate there is no vacum , also waste gate shaft went vacum line is on can be move in in out freely with no resistance and same went engine is off, and my last one that I this is related to vacum pump is the controls from the ac and heat on dash won't work it doesn't matter we're I select the air to come out from it comes out for the same place all the time , what is your guys input ?

Both batteries are needed to start a 6.5l and if you have a dead battery or a under charged battery it will show to be on the low side what you need to do is charge batteries fully and clean all terminals gheck the engine grounds as well

Thank you Ill try this tomorrow , so you saying that a bad battery will cause to show on both battery's 11.7 volts on voltmeter like if they were not charging and alternator was bad?

Yes one bad or poorly charged battery will give the system fits if they were to check out ok as the engine grounds I would pull altenator and have a shop test it

Just to up date , both battery's were fine , the problem was a ( heat disipator look like that is in the back passenger side above the rear wheel ) I disconnected this from the batteries and voltmeter now shows 13.4 volt went engine is running .
