you would be going backwards. why not find a turbo off a SD? what is wrong with yours that you need a diffrent turbo?

My truck will will only build 16 pounds of boost! i have a boost fooler on it with a bully dog six position programmer and 5 inch straight pipe, and air raid intake! i have been told it is the waste gate and it is internal and there is nothing i can do to fix it! i have also been told the later model turbo is a better turbo?? my intercooler boots are not terrible looking? the truck really lacks power it is an obvious problem.

...hummmmm Why? Its not a better turbo...

You would have to swap the drivers side exhaust manifold, up pipes, turbo pedistal, turbo, find a early 99 compressor Y pipe and then get some stepped boots to fit to your larger intake manifolds...

Your going backwards doing that.
