Default Fuel Bowl.

When we took out the fuel bowl for my brothers HPOP the bottom had a very gray, milky looking liquid in the bottom of the bowl. Then it looked as if there was a lot but small pieces of gravel in the bottom of it. Is this normal or should he get something looked at or new? Thanks guys.
