mad Turbo troubles

I have a 2007 ram2500 with a 6.7 diesel. I am also having trouble with poor preformance and black smoke. The dealership already drilled a hole in the turbo and cleaned it out but its doing the same thing again. How do I go about deleting the EGR?
Thanks, Jan and Joe
