Normal for a heavy emissioned truck thats not broke in yet. Delete kits (egr, dpf) help a ton with a good tow tune if your after milage

H&S mini max since it will act as gauges as well and they also make all the delete kits as well

I suggest delete kit on your truck and a tuner,I have all H&S deletes, tuner(mini max) and 5" flo pro exhaust, have not run mine enough toreally get a good mileage reading but driving it like I stole it before the deletes was 10 mpg and now with them short run 20mpg,remember I drive hard it is a play toy

Why delete the EGR when you can just turn it off??
What does the Fuel Rail plug do??

Depends on the dealer. I had my truck in for a steering stabalizer and there was 3 recals 1 was power steering cap the other was something with the egr and the 3rd was I believe climate control. I told them no egr update service advisor asked why, I told him because I removed the emission junk. He asked me how it ran, I said like a 5.9 with a nice exhaust brake. They gave me no problems.

Just turning it off doesn't keep it from returning exhaust back into the system. That's why you install the EGR Delete. It physically blocks it off.
