Default Hard / No start issue with code p1012

107.5 ram 3500 6.7L 6spd 141,000mi I can crank all day long it will not start but with a little shot of ether it will start and run, bit it gives me a P1012 code, fuel pump delivery pressure too high Anyone have any ideas of what is wrong with it I've replaced the fuel rail pressure sensor and also the fuel pressure regulator on the back of the CP3 pump, and it is still giving me the same issue

107.5 ram 3500 6.7L 6spd 141,000mi I can crank all day long it will not start but with a little shot of ether it will start and run, but it gives me a P1012 code, fuel pump delivery pressure too high, figure out how to watch my live data on my handheld scan tool last night, its making 20 psi while cranking if I use a little either and start it it's making 9,000 to 13000 PSI at idle and goes up if I hit the throttle, I have replaced the fuel pressure sensor and the fuel pressure regulator on Back of the CP3, anybody have any idea on what's going on?
