HELP BOYS just brought my 6.7 2009 dodge Cummins. My check engine ligh cme on so like a dumb a I took it to dodge. They came back saying that the turbo wasn't working exhaust pressure build up wanting $5100.00 for new turbocharger asked could it be cleaned said no way. I'm at a lost and needed your help.

Hmmm, I haven't had this issue myself. I blame that partially to full deletes I have read that those codes are indicating that your turbo is dirty. I have heard of clearing them up by getting your engine up to operating temp and working them on the highway making them work.
Also read that you can remove your turbo and clean it yourself. I would do that before I ever take it to the dealership, unless it's under warranty.
As far as being able to hear your turbo spool down. I don't think that if it's "clogged" it means that it is seized up completely so it would still work just less efficiently causing problems.
Not 100% on that though.
