Default Voltage Gauge Problems

I have a 2009 Dodge Ram 2500 with a 6.7 liter Cummins. When I start my truck the voltage gauge drops to around 10, the check gauges light comes on and the electronic throttle control warning light comes on. I restart the truck and the voltage gauge reads normal and the check gauges light and ECT warning light stay off. I took my truck to Dodge and they said it was the batteries and they both were changed, this did not fix the problem. I would appreciate any help with this problem.
