Default 2000 Chevy 6.5L Injection Pump

I have a 2000 Chevy 3500 Dually with a 6.5L turbo. It will only run up to 1800-2000 RPM's. The shop claims that an Injection Pump "should" fix it. Before I take it upon myself to change the injection pump, is there anything else that I should check before spending the money on an injection pump? When driving it, with the peddle to the floor, it kind of chugs and pumps out white smoke, and when it sits for a while it pumps out white smoke on start up. I remember seeing a post about changing the injector pump with pics. Anyone have a link to it?
