starter problem

starter problem
I have a 2004 6 litre ford power stroke diesel. My starter is clicking will not engage. If I short the solenoid it starts in two turns. I have new batteries, cleaned all posts have 12.4 volts at starter, replaced the starter relay in fuse box # 14 position. What?? Anyone help.
