its just a large snap ring so use the first screwdriver to get the end of it lifted up then slide the second under the end and flip it out

First of all, it really has more intended use than a silencing ring. It's actually there to reduce turbulence entering the compressor.
If your determined to take it out, hold one end of the snap ring solid and use a 90 deg. Pick to pop the other side up. It can be a pain. Make sure to vacuum up any small shavings created from the removal

It won't effect power or boost enough to notice, will make the charger sound a touch louder even more so with a decent intake....
If I wanted my turbo louder I would install supporting mods and a bigger charger but that's me.
