I have heard that the dummy resistor was not needed when you have certain tuners like the Banks, so I can see that causing an issue. The resister trys to fool the factory computer by sending the wrong data, the banks (and other tuners) need the correct data then chage the tune to accomidate the new turbo (boost levels)...

So basically it's like a boost fooler... Can it be removed? I didn't install the turbo, the prior owner did.

The bypass is needed cause aftermarket turbos don't have the electric waste gate. Removing the plug will set a code, and the truck is in limp mode. You can trade the ATS for a stock charger??

I have a 6-gun w/PDA and had the same problem when i first installed it. The culpret was a cracked wire on the banks wireing harmess, phoned banks, they replaced the unit and it solved the problem. The wire that was cracked was found by Banks when it was sent back. But thought i would throw that out there for ya. Although, I have a stock turbo, so it might not be the same problem.

Boost is read with a actual line that goes to the intake. Small white plastic line probably got pinched! Chase it down from intake to guage look for a kink, pinch or any other type of restriction!
