Whit is right about those marks being there for balancing purposes. They make you stop and think but all is well. The thing you want to look for is end play and housing contact with that wheel.
FWIW these things spin well in excess of 150K RPM and to achieve the same boost at sea level they will spin an extra 3K for each 1000' of altitude as a general rule.

The white is not a problem. It's there from the manufacturer. The notched section is what was removed for balancing purposes.
Check for shaft play vertically, horizontlly, and for thrust (in/out).
A little bit of vertical/horizontal play is fine. So long as it doesn't ontact the housing.
Thrust play is BAD.

also keep in mind that when the turbo is running there will be oil flow thru the bearing taking up this tolerence..................basically there will be no metal to metal contact cut there will be a layer of oil seperating them
