Bd gt problem 3 locked vin number

Trying to hook up my bully dog GT delete in my 2018 Cummings but 3 vin number are being blocked I already have the EFI live Flash drive would the bully dog not upload with another tune involved?

Hey there so i bought the Bully dog tuner in California when Sorrento they were legal and i am trying to now put it in a friend's truck but bully dog will not help me in any way when i call them cause i live in California yet i bought it here so can you please help me out!!!
