Yes it was 07.5 when they started running the vgt turbos. All the 5.9L Turbos are a non vgt turbo. And as stated above in a few post you will need to build a downpipe to allow for the proper flange size, clock the housing, and build or modify your intercooler pipe to mount up to the turbo. The 04.5 to 07 Cummins turbos run a electronic wastegate so the solenoid in the front of the compressor housing will not function so there is no need to block the wastegate off. Just zip tie the solenoid up out of the way.

yeah but wouldnt you want the waste gate to work or you would be putting on a aftermarket one inbetween the turbo and manifold?

That is incorrect. I think you are confusing the VGT terminology with electronic wategate. VGT is the variable vane technology that gives the 6.7 and up trucks the integrated exhaust brake. 2005 is when they started with the electronic wastegate on the HE351's. Those pre 6.7 turbos make a great upgrade, especially if you don't need the wategate. Just figure out how to bolt it up, clocking, plumbing whatever and away you go. If you have enough fuel to need the wastegate there is a way of doing it mechanically with a spring, but I forget the details. Do a search on one of the forums - it's been done.

Like I said, it depends on if you need it or not based on your fueling level and how much boost your head gasket may or may not be comfortable with.
