An HY35, that has a a wastegate with NO hose running to it? If so, plug that bugger OFF! I did that for many months and never did any damage to the turbo, and was able to reduce m EGT's by 400 degrees. With it plugged, and making 30 PSI I never went over 1100 EGT's, before my injector upgrades. With the wastegate active and set to 18 PSI, I easily hit 1500 EGT's.
It is a little tricky to plug off a wastegate that it a metal tube, but is possible. I took a machine screw, 10-24 size, and thread it into the tube that inters the compressor housing. After it was in there, I used a bench grinder to reduce the size of the head so it can fit back into the compressor housing. Worked like a damn, that's for sure. I sold that turbo to a buddy I used to work with 6 months ago, and it is still working 100%. Granted I did remove the plug before I sold it.
Best of luck, let me know if you need any more info.
