Now when u put the meter in it will slide in till it hits the plunger that's how u get ur reading? Then zero the meter and move the engine and watch the meter till it get to the numbers u wantaka ur desired timing. Then dis connect the pump gear and back the engine up till tdc again and that's ur timing... correct?

yep. but you can push the gauge in more or less if you want. i push it in so the little needle reads directly on one of the numbers, that away its easy to remember where you started.

Now when i stick the meter in will i feel the meter have resistance against it so I know I'm hitting the plunger or will the meter just fall all the way in??

Wouldn't you want to verify factory timing first? If factory timing has slipped adding the mm to get your desired advance would only be accurate IF factory timing is in fact 12.5*. Personally I'd install the gauge rotate the engine until the pump plunger is at its bottom most point of travel and zero out the gauge there. Roll it over til your pin goes in, record plunger travel and verify your timing, then set your pump to desired mm of lift. Break your pump gear loose so it no longer drives the pump and spin the engine backwards til your pin hits again. Clean everything and tighten it back up. Double check your work.

Gonna have to call you out on that, the only time the timing pin wouldn't line up with the gear at engine TDC is if you jumped a tooth, pump shaft will slip in the gear. Pin can still go in while your truck is sitting at 10* just like the pin will still go in at 17* timing at the pump is what slips, not the gears and if they do you have some serious problems.
