What and or is the best PROGRAMMER for a 96 5.9 12v cummins?

No programmer for 12v's. Its all mechanical.

Yeah the only programmer you can get is a TS look up controller or ATS Commander or co pilot. To make power with these trucks its all in the fuel plate, AFC housing, and Injectors and injection system parts

I was just informed by a friend of mine. Would you know anything about Bully Dog WatchDog Economy Monitor? for gauges insted of the piller.

That wont give you the readings you need. Your truck doesent have a ecm for it to give you the readings on

So what does the ATS Commander do? do I need a Exhaust Brake?
I looked it up and the info I got was COMMANDER - Controls Trans TCC & Exhaust Brake.
Disables Issue w/Factory TCC Engaging Too Early @ Low Speed?

Ats trans commander will allow you to chose the speed at which your tq locks up (as low as 18 mph) and will work a lot like an exhaust brake or also in conjunction with an exhaust brake.

Yeah, the only way to get the readings you're after is a pillar with gauges. Pyro, boost, and trans temp if it's an automatic.
