The rack plug is on the front of the pump and stops the internal rack(fuel control device) for moving too far. When the rack moves forward and back it turns the plungers and controls how much fuel is delivered. Installing a plug with a deeper hole in it will allow the rack to move farther and the pump will deliver more fuel.
