Default Gov. arm height adjustment

Does anybody know of a writeup for adjusting the gov. arm height? I was out messing around under my hood and noticed the arm doesn't even hit the fuel plate. It goes under. I am thinking this could have something to do with my EGT problem at a fair amount of throttle.

Oh by the way, I slid my fuel plate all the way back and the AFC housing forward and what do you know, all my excessive smoke went away and my shockingly high EGTs dropped to @1100 deg. I'll have to tune it some more but it made it a whole lot easier to drive without worrying about burnin it down.
