Its getting late so Ill blast through this quick (I may miss something).
Before you do anything you are going to need at minimum, a Pyrometer (measures exhaust gas temperature), a boost guage (measures turbo output) and a Transmission temperature guage (this one's kind of obvious).
Next, you will need to do something about the transmission. Depending on what you want to do with the truck you are likely looking at a new torque converter and valve body and maybe some other stuff. Also, take into account the current condition of your trans.
After that, you will be looking at a free flowing filter assembly and a 4" or larger exhaust.
Then, its time to make some power - you will be wanting to change the fuel plate (or grind your stocker for free power), and add a set of 3K GSK spring (or 4k). After that you can play with the AFC housing and sliding the plate back/forth to get it set where you want.
After that you might be looking at different injectors etc. Getting between 400-500 hp is relatively cheap - but after that, it gets $$$
Theres lots of info here, as well as lots of opinions. If you have some time, spend it learning about your truck - you dont necessarily have to do the work yourself, but it would be a good idea to at least know how things work and why.
If you have any more questions, just ask away. Im sure someone else will chime in with some ideas or correct me on something I missed or screwed up.

Now, I went to the Banks webpage :
Bankspower - 5.9L Cummins B, '94-98
Pretty similar to what I already talked about.
Have you priced it out? Im curious what the pricetag is....

They are not addressing the transmission - so if big power is what you are after - BANKS isnt really the way to go. I dont have anything against them and they make good stuff, just dont like to pay big money for a certain name.
These figures are off the top of my head and may or may not be accurate.
4" Exhaust - ~$300
3 guages with pillar mount ~$300
Grinding fuel plate - free or ~$100 for a used one
Air intake - ~$50-~$350
3k GSK Springs - $125 4K GSK Springs with HD ValveSprings - ~$225
AFC Spring Kit - $ 35
These are average prices and you could probably find things for cheaper or even buy used stuff. I think with these modifications you should be fairly close to the HP that the Bank$ kit is offering. By my math it adds up to somewhere around $ 800 (Prices really vary depening on what you buy)
Other upgrades to consider:
Intercooler Boots - ~ $225
Injectors - ~$200-$800
Transmission - Valve Body ~$300
Torque Converter ~1500
Turbo - ~$800-5000 (on the crazy end)
I hope this helps.
Oh and you really dont need to be concerned with "hurting" your truck....thats what the pyrometer is for. When the exhaust temps get too high you simply back out of the throttle. The "safe HP" thing they advertise is pretty much just another sales gimmick.
