leave the foot in there it is a very good tuning tool ... as for the length you can make it what ever you want. The more you screw it in the more pre boost fuel you will get depending on injector and dv choice you may find it is best to keep it pretty short

I may be able to put a nut on the bolt the previous owner put in then, im sure its ran way in, in that case . Ive got 370's, and currently have WAY too much smoke for my likings (street wise) during pre boost fueling. So as for getting it tuned in what should I adjust first. starwheel or the pre boost screw? or does it matter?

preboost screw first than mess with the star wheel. Back the preboost screw out till you like your bottom end smoke level, than adjust the starwheel.

Have you bumped your timing yet? What is the pop pressure of thoes 370s?

yeah i took it a few days ago and they bumped it 7* its got alot more bottom end now and cleared alot of bottom end smoke but its still very smokey. and im not sure of the pop pressure. I am slowly getting all the specialty tools but im closing on a house next friday so all my tool buying just stopped
How do i check the pop pressure?

best way it to just send them to a shop, you could buy a pop tester but its pretty cheap to have them gone through, cleaned, and repoped
