Default Hard starting when facing uphill

I have a Dodge '03 Cummins, 5.9L, 4x4, 3/4 T with auto trans. It is on Level 3 of Diablo chip, and 4" exhaust. The problem: if the turck is facing uphill, it refuses to start unless I use starting fliud, which I hate to do. I have 116K miles with no other issues. Any toughts on how to resolve this issue?

You're loseing prime somehow, pinhole in a fuel line, or a bad sending unit, etc.
