Try it where you can run at 3/4 throttle and let it shift out and see if that will work. If it still wants to go into OD relatively fast you may have a problem with the gov solenoid and/or transducer.

tow/haul mode UPDATE
First i want to thank everyone who gave me there opinions/input on this topic.
The results: Basically what it comes down too is i`m a newbie in the Diesel truck world and the short shifting i thought i was having was nothing at all. A local diesel Dr. explained it to me that CTD`s are low RPM high torque motors & unless it is required its going to shift into OD and still be able to pull the load comfortably. He also told me that my particular tranny type does alot of gear searching. Its just the first of many things i have to learn about the Diesel world. Thank You Again guys

IT ALL DEPENDS ON HOW HARD UR FOOT IS IN IT. YOUR TRANS SEEMS TO BE SHIFTING NORMAL. WHAT YOU ARE PROBLEY FEELING THE THE TC LOCKUP..
OPERATION OF TOW/HAUL
At key-on, overdrive operation is allowed. Pressing the switch once enables Tow/Haul mode and the Tow/Haul lamp will be illuminated. In Tow/Haul mode, 5th gear is disabled and 3-4 upshifts are delayed. Shifts into 4th gear are still allowed under steady cruise conditions. Closed throttle downshifts (for improved engine braking) may occur during steady braking maneuvers. Pressing the switch a second time enables OD Off mode, where all 4th and 5th gear operation is inhibited. Pressing the switch a third time restores normal operation. Normal operation is always the default at start-up; the switch must be pressed after each key start if Tow/Haul mode is desired.

Thanks for your responce cummins tech....i did however have it to a local performane garage that deals with the CTD alot and there techs. said the same thing its working just fine...nothing to worry about.
On another note am i able to get the ecm flashed to allow me to control my high idle with the cruise buttons? is this possible on an automatic?
