It has been vacuum down. I am not sure on the fan clutch it comes on but I don't hear the roar like on other trucks. And when I am towing it won't start working until I hit 217 on the ECT.

 

I would check you wiring harness which is on the lower left part of the fan/radiator when laying under it. With the truck off of you spin the fan by hand there should be some resistance felt. I'm here in tx and since doing the fan clutch and aux mod I have not been over 200f engine temp even on 100 degree days - I don't tow heavy often though

 

My will run 195 when not towing unless I put my foot in it
