Default voltage meter

I was having problem starting 2004 2500 5.9 turbo...put 2 new batteries ...new serpintine belt ..rebuild alternator...voltage gauge stays below 10 for about 3-5 mins then goes to normal voltage over 14...thought by changing everything would fix but still the same...it starts now but not sure whats going on...any ideas...

How cold is it where you are at? if its cold then it is your grid heater. completely normal.

Its been cold..-30...thx u...wasnt sure just dont ever remember it doing this before...

ya the grid heater really pulls alot of juice.
