Idle Problem

Idle Problem
Hi,
I have Dodge ram 2500 from year 2006 with 5,9l engine and my car doesent have correct idle. When I start my car, then I have unsteady idle, now if I rev up to 1800 rpm, then my car stays between 2000 to 2500 rpm and doesent come down. This problem doesent occur, when I enter 2000 rpm with my scan tool, then engine revs up to 2000 rpm and idles correctly. If I unplug wires from Boost temperature/pressure intake sensor, then I have correct steady idle and my car revs and idles correctly
Here is a list of problems I have checked:
• Diagnosed Crankshaft and camshaft sensor
• New Boost temperature/pressure-intake sensor
• Turbo is checked with diagnostic tool while driving, pressure was 41 PSI with 3000 rpm, it is about 0,7 bar
• Tested Accelerator pedal position sensor with scan tool, where PPS1 had double voltage than PPS2, also disconnecting the sensor showed trouble codes.
• New Fuel control actuator (FCA)
• Tested common rail high pressure sensor
• Repaired wire near the generator.
• New ECM
• I have done the refresh for TIPM
Problematic is also the tachometer, sometimes it shows 200rpm on idle instead of 770 rpm
Fuel consumption on display shows 7 liters/100km but actual consumption is 14 liters/100km.
Does anyone have any ideas, what to do next and thanks in advance.

How this injector flow test must be done, I can turn off injectors one by one with my scan tool, but how can I measure the flow?
