turbo not spooling up

Default turbo not spooling up
i just bought an 02 24v 5spd and the turbo isnt spooling up when its supposed to it spools at like 2500rpms what could the issue be?

To be honest I think that's what it's supposed to be spooling up at. Not sure but I think mine does the same

What Kind of boost numbers are you seeing? May have a boost leak check this thread out and build a boost tester.
