Default fuel press

ok I got a new glowshift 0-100 psi fuel press gauge put on my truck after it sitting on the tool box since last fall get it hooked up and it reads 4 psi so I have a autometer gauge new 0-15 psi that is mech and rig it in to the same fitting and it reads 9 1/2 psi so I streched the spring out on the return port on the fass 95 and no help still doing 9 1/2 psi any thoughts?

Any other symptoms with the truck performance wise? How old is the fuel filter(s)? I assume these readings are at idle, or are they WOT readings?
