so is it a mechanical or electric? it sounds as though you either have a bad sensor or a bad cable depending on what you got.
also idk if this aplies to dodge but i know a fella that drives a newer chevy impalla and he had somthin like this and had to have the whole guage assembly replaced..

 

It is electronic runs off a sensor on the diff replaced the sensor and the instrument cluster still doesn't work right
