rebuild the old or in with a new.
as long as the block is still good rebuild it. the cost of a rebuild will vary alot on how much machine work your engine is gonna need.

If I remember correctly, bare blocks aren't that expensive. So a new block may not be a terrible thing. As for the rebuild or replace. That can only be said on a case by case basis. I personally would build the engine, and while you are in there throw in a good cam, clearance the pistons and do some other work. Might as well do it right.
